Notice to Bidders

Notice is hereby given that sealed proposals will be received by the Municipal Clerk of the City of Wildwood, Cape May County, New Jersey for the BOARDWALK REHABILITATION: OAK AVE TO 26TH AVE – PHASE II MAPLE+/- to 26TH; and opened and read in public at the Commissioners Meeting Room, Second Floor, City Hall, 4400 New Jersey Avenue, City of Wildwood, New Jersey, on Wednesday, July 20, 2022, at 10:00 a.m. prevailing time.


The Scope of work for this Contract includes the rehabilitation of the Wildwood Boardwalk from Oak Avenue to Maple Avenue. The rehabilitation work consists of the removal and replacement of the existing timber portions of the existing boardwalk; removal and replacement of the existing boardwalk railings; the removal of the existing concrete trolley slabs and beams; the repair of the existing concrete substructure; the installation of new concrete beams as part of the substructure; reconstruction of existing timber boardwalk outcrops and installation of new timber stairs.


The Owner will award one contract for this project. Awarding of the Contract is anticipated for July 27, 2022, with Notice to Proceed anticipated being awarded by August 10, 2022. No on-site construction activities may commence until October 3, 2022. Substantial Completion on this contract shall be completed by May 5, 2023.


Contract Documents and Drawings for the proposed work, which have been prepared by the Design Engineer, Richard C. Maloney, P.E. of the firm Colliers Engineering & Design, Inc. are available at the office of said Engineer at 500 Scarborough Drive, Suite 108, Egg Harbor Township, New Jersey, and may be inspected by prospective bidders during business hours.


Bidders will be furnished with a digital USB thumb drive copy of the Contract Documents by request upon proper notice and payment of a non-refundable charge of Ninety-Five dollars ($95.00) payable to Colliers Engineering & Design, Inc. to defray the cost thereof. Proposals must be made on the standard Proposal Forms in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder, and the name of the work on the outside; addressed to Carl Groon, Municipal Administrator, 4400 New Jersey Avenue, Wildwood, New Jersey, 08260; and must be

accompanied by a statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the City and either a Bid Bond or a Certified Check drawn to the order of Treasurer of the City of Wildwood for not less than ten percent (10%) of the amount bid, except that the check need not exceed $20,000.00. The successful bidder is hereby notified that a performance bond for the full amount of the project is required.


The award of the Contract for this project will not be made until the necessary funds have been provided by the City of Wildwood in a lawful manner. By virtue of Executive Order #34 (1976), vendors currently suspended, debarred or disqualified are excluded from participating on this project.


Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents.

The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the City. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.

The successful bidder shall be required to comply with the following:


A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et seq.).


B. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.).


C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act.


D. Worker and Community Right-to-Know Act (N.J.A.A. 34:5A-1).


Moreover, the bid must be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
